Zelensky Declares He Lacks Clear Security Pledge from Partner Nations

President Zelensky has stated that European allies have not given him solid assurances that they will defend Ukraine in the case of a new Russian aggression.

"I am asking this very question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he told reporters on midweek.

His comments come a day after Britain and France inked a declaration of intent on deploying troops in Ukraine if a peace deal to end the war with Russia is reached.

However, full security guarantees have not been agreed. The United States, which has been spearheading initiatives to end the invasion, was reported to have abstained from signing such a pledge at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be sent.

Allies proposed that the US would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are continuing to be negotiated.

The Russian government has thus far remained silent on the declaration made in the French capital.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about one-fifth of Ukraine's land.

The President's Evolving Stance

Sir Keir described the joint statement as "a vital part of our commitment to stand with Ukraine for the long-term".

He added: "It establishes the pathway for the legal framework under which allied military personnel could function on Ukrainian soil, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that agreement as a "huge step forward".

A day later, however, he appeared less optimistic.

"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we don't have such security guarantees - legally binding, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And should they materialize, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the allies "largely finished" their work on agreeing security protocols.

Recently, the President indicated a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the forefront of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.

Russian forces now holds about three-quarters of the Donetsk region, and some 99% of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.

Ukraine has hit back at objectives inside Russia with drones, albeit with more limited success.
